PBS Marketplace consultation paper review

06 October 2016

The ATA has provided the NTC with industry feedback on its PBS Marketplace consultation paper.

Although the ATA agrees with the policy intent of the national scheme and believes the scheme’s current performance standards should be maintained, the ATA voices its concern of the fundamental issue lying with the participating states and their councils, not with the NTC or NHVR.

The industry had high expectations of the scheme and were disappointed due to the delays in decision making, costs of participation in the scheme as well as the lack of guaranteed road access for many operators even after meeting all PBS standards.

The ATA recommends to the NTC, that the NHVR alone should oversee PBS applications and manage the audits of all PBS approved vehicles both at first registration and in service to ensure long term compliance.
