Local Government and Other Legislation Amendment Bill 2015 submission

The ATA has called for the Queensland Parliament to defer the commencement of Chapter 2 (Registration) of the Heavy Vehicle National Law Act 2012 until 1 July 2018 in this submission to the Local Government and Other Legislation Amendment Bill 2015.

The ATA supports the deferral because more work is needed on the planned national registration scheme before it is implemented.

Despite this necessary deferral, the ATA sees the development and implementation of a national registration scheme as a priority.

The submission states that operators should be able to register all their heavy vehicles through a single web portal, or at a service centre. This system would reduce compliance costs for operators, and allow the NHVR and its service providers to undertake roadside enforcement on a more targeted, risk managed basis.

It would be essential that the registration portal included all state concessions available to the operator. It would be totally unacceptable for operators to have to claim back their concessions through a separate process.
